Adding a Shipping Band

I am finally starting to get my Brick Owl store up and running to go along with my store on another site. The one issue I am dealing with is that I am having an issue adding bands to my shipping methods. I could just totally be missing something, but I do not see any type of "Add band" button and it does not automatically create a new band when I update information for the band that is there.

Any help would be appreciated.

It uses the same button, to Add or Update band. It creates a new band, but if you do not fill it in, it doesn't get created.
