Just brought my store online and noticed weird pricing issue

The easiest example I can state is, in my settings I set my minimum purchase to be $3.50 however when I go into the store it shows minimum purchase $3.23. This unusual discounting is also affecting my individual items also showing $.20 items priced at 19.5 cents.
I'm sure I'm probably just doing something wrong is anyone have any ideas?

This is probably caused by tax settings. In your tax profile you have settings that your prices include tax (which means that your 0.20 price includes tax and would then be 0.195 without tax) or that your prices don't include tax (in which case your 0.20 price would not include tax and would then become ca. 0.205 with tax).
