How to set a lot limit?

That's not possible on BO. You can set a minimum order and minimum lot average.

You can suggest this as a feature request by creating a new post under "Suggestions" and asking people to upvote it. @lawrence looks at those to determine what does and does not get implemented (he's been on a roll lately, implementing a LOT of these!). :-)
