Report an Issue

Hi - in the drop down menu on order page there is "Report an Issue". Would I use this to advise that a customer has advised that they have not received an order?? I am not saying the customer is fraudulent in any way but other stores could be advised that the customer may live in an area where postal deliveries are shall we say not great and therefor think about ensuring orders are signed for etc. The customer is overseas. Could anyone advise please?
