Lot average Vs Minimum purchase

I try to set the minimum purchase order to $20 for a maximum of 25 Lots.
In setting if i enter Minimum purchase of $20 , the Minimum Lot Average can only be below 2.
My goal is to limit the amount of lot by orders for a average of 1.25X

a $20 order will have 25 lots maximum.
a $100 order will have 125 lots maximum.

In setting now,if i enter $20 minimum purchase and .8 Minimum Lot Average and save it ,the minimum purchase will go down to $.8

Any way to fix that?

It’s only possible to have one of the limits, not both at the same time

Do not have an average lot minimum, its a a major turn off for customers. Also $20 minimum is a bit on the high side.
