come 2014 when brickowl stores start to pay fees , can we have an automatic debit system via paypal setup , rather than the manual system as on bl .

As optional though. I don't want fees being deducted if I've only got 17c in my account. I know there's a backup source available but I try to keep Paypal for LEGO only. Chances are the money will be in there within a week or less anyway.
What sort of system is in use right now?

None, it will be manual to start with though. Automatic is a possibility, but there's lots of restrictions around it on paypal, and rightly so.
