Any good subs for Part 4263??

Hi- my son wants to build two different train models, both of which require the Lego Technic Plate 1x4 with Holes (Design number 4263). He needs 14 of these and I cannot find them anywhere. Any suggestions for substitute parts to use instead? They are supposed to be used for the wheels of the train (see pic). Thanks in advance!!

I suppose those "wheels" are just for show, right? I would try this (see the pictures attached). Weird colors are used to make the idea more clear.

Thank you, Pikka! I should have clarified that I was limiting myself only to US-based stores due to shipping costs. I was hoping to avoid ordering just a few from a bunch of stores (so that shipping didn't skyrocket) and appreciate your ideas for a sub! Thanks again.
