Where I work, ~ means "approximately" - I think that's pretty common to indicate that, so my guess is wherever you're seeing that, they're calling that an estimate.

Doesn't that occur when you are viewing prices in a different currency, hence the tilde for approximately.

yes, correct, as currency exchange is volatile and can change between the moment of filling a cart and checking out. Same goes for fees...

Ok learned something... I guess
Look at set #9465, there are three sellers one “request quote” one shows $7.60 and mine shows ~ $13.16
Also when did the symbol for approximately change from ≈
AFAIK the ~ symbol means something different in mathematics

The tilde has many uses in many different fields, but one of its many uses in mathematics is to signify that what follows is approximate.
