What is this technic baseplate?

Does anyone know what part it is or where I can buy one? I have done a bit of searching but so far have found nothing.

Why in the world don't TLG make these?

It's pretty kewl, I bought one on the other site. (Although it violates their terms).
Seems to work better from one side than the other, normal for baseplates but odd behavior for technic.
