Checkout seems to be broken on some sites with PayPal

When checking out some sites -- e.g. TopBrix in the UK -- checkout fails. I go through the various steps, select shipping etc., then I get redirected to the PayPal page. My usual payment method is selected by default. I click "Continue", and I'm back on the checkout page, but back at step 1, "Billing information". I can't complete checkout.

Maybe it's sites which use the full-page PayPal confirmation, as opposed to the pop-up PayPal dialog.

For any other concerned members, the customer has been contacted and it appears to be a session related issue affecting a couple of accounts.
