What is the proper description of the condition of this set?

"100% parts complete, no minifig, parts in good condition. includes instruction, no box"

The seller is listing this as "used, complete". Shouldn't the missing minifigure (which originally came with the set) force a listing of "incomplete"?

Also, are the instructions required to list a set as "complete"?

    Would you be able to provide a link to an item? If minifigures are missing that’s not complete.

    I can probably provide a link or two; I've recently seen several similar listings as I'm browsing through the catalog and noting what is for sale. Can I message you whenever I come across such an instance, or should I post here?

    Are instructions required for the set to be labeled "complete"?
