Order combining fee not working?

Hi, I had 2 orders this weekend from the same buyer. I have set the order combining fee to a certain amount, but it was not applied. For admin: orders were 8126746 and 9584527.

Usually that’s due to the Customer changing to a cheaper shipping method and the price difference covers the order combination fee
