Emmet plate on leg???

Hello can some one please explain somethings. I have an Emmet mini figure on checking on inventory i keep on seeing no plate on leg - what exactly does this mean. The one i have has the identification badge Emmet on right leg? I am very confused

The 'plate on leg' Emmet has a 4073 in trans-red included to represent the tracker he gets stuck with in the movie [which should have won 17 Oscars]. It doesn't refer to the decoration.
