I was adding a new item to the catalog and instead of typing 2017 for the year I accidentally typed 2018. It was for instructions so they won’t line up for the set. Is there a way to edit my submission after I clicked the submit button?

No you can't edit a pending submission.
But I'm sure @Lawrence will catch it either on approval, either by reading the forum ;-)
As a sidenote, it is not required to enter 'year of release' for instructions, neither for anything else if part of a set (new parts, new minifigs, etc). Anything attached to a set gets the same year of release as the set itself, the 'year' field remains available and 'blank' (so it looks like it's not logged) but in the catalog 'item overview' it should always have the same year as the set.
