Create Minifig Part From Scratch

There's no doubt I'm overlooking something but if I knew what that was, I wouldn't be asking.

I need to add a minifigure from the Batman Movie Blind Bags - Series 2. Harley Quinn with Tuxedo. It would appear that her tux and head are (currently) missing from the catalog, which needs to be done prior to adding the figure.
I thought I'd add them from scratch but I'm at a loss as to where to start? And I'm keen not to get rejected (obviously).
I have images at the ready.

So the torso, you’d find the armless torso in the catalog and use the edit form on that to create an assembly of it. For the head youd find the appropriate safety or recessed stud head and create a decorated version of that. You can also look at the edit form of existing items to see how they’re linked up.
