Why are some design id's the lego item such as 3022 but then include a different number also such as with the 3022 it has an additional item 94148. When that additional item is added it seems to be added to only a few of the colors and not all.
LEGO give a part a new Design ID whenever there's a mould change, however minor. Also identical seeming parts, but made of different plastics will have different numbers.
@MountainBricks As TheSkirred says, but it also can have to do with 'where' the part is produced (other injectionpoints in the mold/maybe even another ABS manufacturer ?).
In the case of part 3022, TLG has number 94148 attached to 7 colors (look for it at their part replacement/purchase service - see below - ) : White, Bright Red, Bright Yellow, Bright Orange, Reddish Brown, Bright Purple, Bright Yellow Green. If you look at the BO database, you will see it is attached to the same colors (named differently here) and a few extra... As BO downloads straight from TLG, those alternate numbers get automaticly attached to those specific colors (and the parent).
