Minifigures in Set Inventories

I'm verifying the inventory for 10173, mainly because I want to create a wanted list from it. Currently, the minifigs are inventoried as individual pieces, the way LEGO lists parts. Do set inventories need to include complete minifigs or parts? If both, is there a way to group them?

Long story short (I think): The minifigs can be added to the inventory, but to behave properly, the minifigs also have to have their own inventories.
