Wording is not ambiguous and is not calling for anything logical(?) to be assumed, such as that the count only includes the carts that were not checked/emptied-out, i.e. "pending" carts only.
Wouldn't then interpreting it directly be the logical thing to do?

Does it include ALL the carts, including the ones that turned into orders?
A cart that turns into an order becomes an empty cart ;-)
