These reports not only go to Admin, but they are also 'logged' on the buyer, when other sellers get an order from such a buyer they can see on their orderform what kind of claims and how many. If you open an orderform you can see at the bottom the 'customer' screen, where it shows how long the customer has been a member, how many feedbacks he/she has, how many ONR (orders not received) and the number of chargebacks.
