Coupons come from specific stores. For example, a seller could send a coupon to apologize for delayed shipping for a past order, or other minor mistakes.
You can always ask for a coupon - doesn't hurt to ask. Each store will have their own policy on how to respond to such a request. I don't generally offer coupons for repeat customers but I may occasionally send freebies. A lot of my repeat customers got a free Christmas set in December for example.
