Blocked Customer feature - how does it work?

If I choose to block a customer, what does that customer see in regards to my store? Does it show up, but with a message that I have blocked that person? I am asking because I don't see a way to test this by myself and know for sure what happens. Thanks.

They can access your store, but will be informed they're blocked, and can't checkout
