Combining an order

Is there a way when someone combines an order that the second order has to be a certain money amount? For example someone purchased 2 oz of pieces / paid for it thru Paypal and then added couple small pieces that was the value of 24 cents thru Paypal... I was curious on what Paypal charged me and it was 24 cents. so i actually gave those pieces away. I was hoping that Paypal only charged me a couple of cents but it was the whole thing. guess I'm lucky that they didn't charged me as if it was another transaction which would have been 30 cents and 2.5 percent? Any suggestions?

You cannot set a minimum fee but you can set an 'order combining' fee to cover the additional payment processing costs. I've set mine to 50c which seems to work fine.
