Is there any reason why some mini-builds like these:

If this is simply a case of historical inconsistency I'm happy to try and tidy things up, but in the above examples, should those from the top be moved to the bottom or vice versa?

It's historical...
Remember that BO started by 'importing' data from other sites, if these other databases used different categories, then obviously they have been sorted under them. For minibuilds *after* the start of BO, admin requested them to be placed in the 'minibuild' section, which is a nice regroupement for all of such items here on BO. I think Admin would like to have them moved to the minibuild section in the long run, so you can indeed file changes for them. Give it a shot on a couple of them and you'll know fast enough whether he agrees with your changes or not ;-)
If I can make a suggestion then: Divide minibuilds in subsections
-Animals (oftenly in 2 or more pieces): sharks, crocodiles, Fluffy, Dewback, Basilisk, Cows, Wargs, Dragons, Tauntaun, etc
-Wheels assemblies: probably the biggest section
-Minifigs and accessories: special figs like Lord Business and Mr freeze but also buckets with handles, wheelbarrels, lightsabers, etc.
-partassemblies: hinge bricks, hinge plates, turntables, etc.
-vehicle related: complete assemblies like the cars series (that would be nice), but also train buffers, motorcycles and such
-Stickered assemblies: not that many at this point, but it would be great to extend it to gain the edge over other websites.
-unclassified: all the rest, untill there is a need to split more (but 'most' will go in previous sections anyway).
