Missing Minifigure in 60099 City Advent Calendar

I got missing thief/burglar minifigure in my recent purchase of Lego City Advent Calendar 60099 and got another aeroplane instead.

So unlucky of me and my kid. Anyone with the same story as ours?

I hope not, I have not opened mine yet. I had a set once that was missing a part. LEGO customer service shipped me the part free of charge.
