Issue with combined orders when the first order was done through a quote.
Scenario
Order 1 done through request a quote
Order 2 combined with order 1 but customer was not forced to request a quote
Expectation
All orders combined with an order that was done after requesting a quote should be forced to request a quote
Reasoning
Special accommodations are often made when answering a quote and all new additions might require changes in those accomodations
