Force shipping quote for previous buyers with issues
If you have previously had issues with a buyer regarding charge backs or non receipt of an order then I would suggest that an option be available to force a shipping quote for a named buyer so that insurance can be made a requirement on subsequent orders if desired. This would be better than blocking a buyer.
