What do you do when a seller does not fulfill you whole order but accepted full payment? I contacted the seller who said they would investigate and get back to me. They never did. My order was placed back on Feb. 5th.
Assuming the seller ignored various reminders, from the order's page, the next step should be a click on More Actions -> Report an Issue, so that the BrickOwl administrator is called in to look into the case.
If you consider it is a severe problem, you could initiate a Paypal dispute to freeze the transaction's funds, claiming the order wasn't as described. This is an aggressive step and should be the final "Wake Up call" when other options have failed.

Have you contacted the seller again since ?
Did you check in the feedback of the seller if others are having issues ?
If you have paid with Paypal you have the option to file a dispute and escalate to claim if needed.
