Move the emoticon dropdown in the comment boxes

I had a spelling error directly under the dropdown for the emoticons making it very difficult to fix. I had to maneuver into it with the arrow keys and try to guess that I fixed it right. Please move the emoticon icon just above and outside of the comment box.

I have had an issue with it once a while ago too.
