Stores automatically closed till they have something to sell?

Just a thought, would it not make more sense to have stores automatically set on closed if they are empty and owners could choose to open them if for some reason they wanted to be open with nothing to sell? If new Brick Owlers are have a look around and keep looking in empty stores they might go away before they realise that plenty of stores have a good selection.
