Order Combining Fee not working

I have had a buyer make 3 additions to their order and combine their order with the original one, 2 of which were under $0.25. The order combining fee I have specified is not being applied, and therefore the PayPal fee is more than the cost of the parts! I thought this had been corrected some time ago?

    I think that it shows as a shipping charge. So if say the shipping went up $0.20 and your combining fee is $0.30 it would show and extra shipping charge of $0.50. At least that is how I remember it working for me.

    It looks like they changed their shipping method, possibly to a cheaper one, if they do so, the order combining fee will not be charged because it is part of the shipping and handling, which should technically be negative.

    Thanks Lawrence! That makes sense. I'll take it into account when reconciling their final invoice.
