Question about shipping dimensions

I entered shipping dimensions for a part that were different from the LxWxH dimensions because if you'd rotate the part a little bit it's slightly smaller. I submitted it also as a question on whether or not that was desired.

The answer I got back was that shipping dimensions should only be used for parts that can be compressed or disassembled (or maybe hinged, I guess).

Well, makes sense. However, I did the same for this one:

As you can see, upright it's a pretty big virtual "box", but if you rotate it flat, you get much smaller shipping dimensions.

In the latter case, the submission was approved.

Now, for the other part it yielded a completely insignificant difference, so I totally get that that'd be rejected. The explanation, however, does not account for the panel being approved. So, is it OK to conclude that shipping dimensions should be entered for parts that can be compressed, disassembled, hinged OR for parts that yield a very significant size difference when you rotate them?
