Suggestion: Force Shipping Quote on Buyers with Disputed Chargebacks

As noted in the other threads, @Admin prefers the systematic problem resolution to order disputes. That information is displayed to sellers on the info panel *after* an order has been received. I would like the option to force all buyers with a history of disputes into obtaining a shipping quote from my store. That way I can evaluate the order, the buyer's history, and decide if I need to add insurance costs to the order before I accept it.

A simple solution yes/no option would be fine. But as a professional seller, I would prefer some ability to tweak ratios. For example, a buyer with 20 positive feedback and 1 dispute has a dispute ratio of 5%. A new buyer with 4 feedback and 3 disputes has a 75% dispute ratio. Personally, I would accept the 5% ratio order and decline (or adequately insure) a 75% ratio order. Each seller could set their own tolerance level that way.
