issue not received order

Hello

A buyer contacted me about not received his order.
The order was shipped 3 months ago (Jan 22th). (destination was Australia)

It was a small order with small parts. (below $10 grandtotal)
No proof of shipping (it would be double the shipping costs)

What to do?
Refund? Full refund?

What to do with the 'issue' I got. My count is now '1' on the ONR reports.
I looks there is no way for defend the issue to the BO system?

    I asked the buyer if he has more BO-orders last months.
    This is the answer I received:

    anyways I haven’t received anything I have ordered from you and am
    absolutely sure. I have wired for many over the past 4-5 months and still
    haven’t received not ONE THING.

  • I'm not sure what I would do in that situation, you may want to ask the customer to check that their address is correct.

    With regards to "defending the issue", currently this is just used for my internal information, it is not displayed anywhere and I can see the full details of the situation.
  • It looks like I'm the next one to get the ONR report, since I shipped to the same buyer at the same time. He has not contacted me yet, but I guess he will soon, since he claims he had not received not one thing :(

    The shipping and PayPal addresses match, look OK in Google maps.
    Maybe his postman doesn't like him? ;)
    Too late for PayPal claim, but I will refund if he contacts me (small order).

    Good thing, the ONR report is visible only to Admin.
    Bad thing, it may still end up with negative feedback :(

    Lawrence, what is your procedure in such cases? Do you manually remove ONR or bad feedback after refund in cases like this?
