Custom shipping settings for sets?

I would find handy would be the ability to assign unique shipping method/price on sets - sets with similar weight for example - some would fit in a flat rate box, or some may be "expensive" and require insurance added.

If it is possible then just 4 options - one for domestic, then one each for Canada, EU and World

This might be difficult to achieve in an instant checkout scenario because a customer may order more than that particular set. Selecting a 'force quote' option might be the better alternative.
