When we cancel an order from a Czech customer who received a Czech confirmation message, the customer receives an English cancellation message instead.

We not know if it is problem also in other languages.
As far as I can see, the language for that user is currently English. Presumably the language was changed in between the order being placed, and the order being cancelled?
The way languages work with emails is the same for all order emails
Looking at that further, the order was placed 10:42. The regional settings changed 10:45. Order cancelled 10:52.
