A buyer's order was lost by USPS.
We issued a full store credit for the order but when they try to use it, it only applies it partially, for the shipping amount.
The coupon is specific to the buyer and is for a fixed amount, the 'free shipping' field is not ticked.
Also, if someone could clarify the 'Total redemption limit' that would be great. It's set to 20, and I assume that his means that if the buyer doesn't use the whole coupon on a purchase he can use it on another order, but if I'm wrong it would mean that the coupon was issued 20 times. I couldn't find any clarification on this so I prefer to have it confirmed.
I tried disabling the coupon and creating a new one and it's still doing the same thing.

Still worried about the 20 times, whether it means they can use their 80$ on 20 different orders for a total of 80$, or if they will have a total of 1600$ in coupons.
