It's not the first time that a BO order which was paid onsite via PayPal shown with not eligible seller protection status.
It never happened with BL orders paid via PayPal. What could be the difference? Why is this happening here?

That may be something to contact PayPal about for more information. Possibly it may be the buyers address is unverified, or if they have paid via card without logging into PayPal.
