If a customer doesn't pay for a COD order, we don't want to block them completely, just prevent them from using COD for future orders. Whitelabel customers use COD a lot in our store.
Something like that is a bit difficult. Any form of customer blocking can be bypassed with guest checkout, or just creating a new account. Even if you block a specific customer address, they can reword it slightly. You may want to try contacting the customer about that.
