Repeat customer having issue placing order?

I got this email from a repeat customer trying to place another order,

Hi, Wonderful doing business with you!!!!!!! I wanted to make another order today (Sun 3/23/14) For $13.49.
I received a message "Order Id Has Already been used" it was for XXXXXXX
What's Up ? Please let me know how to fix it. My email address is XXXXXXXXX. THANK YOU FOR EVERYTHING !!!!

I x'ed out personal info but has anyone had this issue before? Any idea what to do? I told him to try to resubmit it a couple times until I could figure something out.

Sounds like something admin needs to fix so I would send an email to admin with all the information you have. As you already suggested I would expect that if they try again it will pick a different number and it will go through.
