Refund error for partial shipping costs

When I enter a value into shipping costs on the refund screen I always get this error.

"Refund Shipping needs to be less than or equal to 0"

I'm not able to put a value in that field without an error occurring.

Order number I was working on was 9583515 but I've had this issue in the past and didn't report it. I usually zero it out and use the refund adjustment field.

As far as I can see that order has £0 shipping cost, so it's not possible to make a refund on £0

OK at least that makes sense now.

Maybe the error message can be improved to say that "You can only provide a refund for shipping costs received. Order shipping was $0.00 and refund must be less."
