Dimensions and Weight of Instructions

Should the dimensions and weight of instructions include the cardboard backer they come with?

    I send instructions out in flat boxes, so wouldn't include the cardboard backer as it just adds unnecessary weight / cost. FWIW, I think it should be treated as packaging, so excluded from the weight / dimension info.
