VAT changes for 2024

As sellers have to configure their TAX settings themselves it would be good to notify that a couple of countries change their VAT % on Jan 1st 2024.

Luxembourg returns its VAT to 17% from 16% that was only for 2023.

And Estonia changes its VAT to 22% upping it from the current 20%.

I confirm about Estonia. We do get the VAT change from 20% to 22% starting from 2024.
