When you look at the top of the inventory, there is a grey box. This has been copied from it "This inventory may not be 100% complete and should only be used as a guide. You can create missing minifigures. If you believe there to be any inaccuracies, you can edit the inventory."
So if you are sure something is missing from the inventory, always feel free to add the missing part(s) And one from the administrators will look and verify it. Hence you have helped the community with a set inventory :-)
It's an older set (nearly 20 years old) and these are more likely to have incomplete inventories. Newer sets will have the inventory direct from LEGO, so theoretically will be more accurate and less prone to mistakes or oversights.
BO has never really been focused on ensuring set inventories are 100% accurate. It's been said in the past that the purpose of the site is to buy and sell rather than be a Lego museum. If buying or selling a used set, the instructions for the set should be considered the definitive source as to what parts should be included. Of course, this supposes that a set comes with instructions.
Back in the day BO didn't have as many catalog contributors as BL or Rebrickable, so it makes sense that there's a backlog of corrections.
