Why shipping option is enabled but not shown

Hey everyone one guy wants to buy from my shop via request a quote, but he can't do it, because it looks disabled, but it is enabled. How to solve it?

Check the Request a Quote method, it has it's own list of countries that it applies to.

I think that Request A Quote is only available to a buyer if there isn't another shipping method available.

have you enabled all locations to being shipped ?
If anything by clicking / choosing the World as the option.

Because i can have quote on with the other shipping methods i have.

So it turns out there is an option in the Request a Quote method to 'Only show if no other method available'.
