Role: Limited Access?

Almost a week ago we received a simple order from a first-time buyer, who chose IBAN as a payment method. Six days later we still haven't received the payment, so I checked the buyer's profile and found: zero feedback, member for 2 weeks 1 day. But the most confusing was the following line:
"Role: Limited Access / Cannot place orders or create a new store"
What does that mean? Has the buyer been suspended? Did someone file a complaint already? Should we cancel the order?
Anyone?

Yes, they placed many orders without paying so they were suspended from making new orders.

Thanks! I sent a reminder to the buyer but I won't hold my breath to receive a reply.
