You can create separate pages this way. When you create a page, it adds a link to the VERY bottom of your stores main page (the storefront). I personally don't like the location, so if you take a look at my store, I added HTML links at the top so they are easily visible.
I would add, we don't have a prominent separate "store terms" page that the customer is required to read prior to placing an order as we intend for customers to have a consistent experience across different stores. For shipping related information, I would edit your delivery page in the pages section as mentioned above.
