Are active carts accurate?

I was messing around Brick Owl this morning, and my store counter was at 13047 and I had 7 active carts. The store counter did not change, but I noticed that after about 20 minutes my active carts when up to 8. I noticed this also the other day that within 3-4 hits I had two carts added. Now this would make more sense if it was Bricklink, but as Brick Owl counts every page hit, it seems impossible to be getting new carts with only a couple pages or no changes for 20 minutes.
