How does one add a new colour??

hi guys and girls

hopefully someone can help me or point me in the right direction. Has just parted out a set and has stuck an issue where the colour in the set is wrong in the brick owl set inventory on 3 parts. When I went into correct the part out list for the set I noticed there no known colour for the correct parts that are listed.

The part colour is known as satin trans dark blue on BL. when looking at the colour chart here it is Transparent Dark Blue Opal BUT this colour does not match and is a retired colour from lego. The new "satin trans dark blue" looks nothing like the Transparent Dark Blue Opal. And on the current set part out the parts are listed as "Transparent Blue Opal" again nothing like the colour in question. as it way to light for the "satin trans dark blue"

Any pointers on how to go about getting a totally new colour added 1st. So I can then correct the part list and the incorrect colour etc..

just for reference this is the colour in question it is a trans part that way darker than the old retired colour and in no way matches the colour trans blue opal.
