You are legally entitled to a refund or replacement. The seller is entitled to propose that they send you replacements but ultimately you are within your rights to demand a refund. The fact they're offering to send replacements (going by their reply to your feedback) suggests they accept those items did not arrive.
Try and resolve with the store otherwise you'll need to get a third party involved - if you paid with PayPal you can speak to them, or you could speak to your local consumer authority.
