I'd say it's just a very minor error with the text.
Strictly speaking, '>1' would actually be a quantity of 2 or more. So it should probably say '>0' or '>=1'... but that may be more confusing to people?
I come from a programming background where that minor difference is important, so maybe I'm looking at it differently to other people... no biggie, it works
I'm also from a programming background so to me >0 and >1 are not the same thing at all. But yes, it's not a huge issue. Although if it were to be changed I might suggest words instead, Empty, Not empty, 10 or more, 100 or more.
